As long as you're on a regular Fido plan and not a CityFido plan you'll be ok

I would assume so. I am on virgin which is bell and they allow it, so I still get my messaging and data, only voice calls change.

I'm on Fido, there is no data roaming in Canada but as soon as you cross into the USA or whatever it gets very expensive.

I believe the data add on for Fido is nationwide, regardless of your plan. However the easiest thing to do would be stop asking us, and call them yourself. You could have had your answer an hour ago.
