Where to locally buy 1/4" beam Torque Wrench?

I need to measure the preload on my transmission output shaft and diff. Needs to measure 0-20 in-lbs. Tried Candian Tire, Princess Auto, Parts Source, and Auto Value. No joy.

Where can I find one, or does anyone have one to lend/sell cheap?

edit: A dial one would work better, if anyone knows where to find one locally as well?
