Isnt this basically going to be limited by where it is in orbit? It's a satellite so Im assuming maneuverability is limited to minor thrust corrections to stay in orbit.

It's not even a satellite, it's mounted outside the International Space Station, so it can only see from a 45-degree angle from where the space station is! And I think that 1Meter Resolution just means 1 meter is 1 pixel, which isn't really that good of a resolution... Like a general overview of a city maybe?
