To put it simply, it basically allows you to TILT (rotate) and also SHIFT (left/right) the lens in relation to the image plane. With the lens parallel to the the image plane, it helps get everything in sharp focus and/or eliminate distortion.

Basically they are ideal lenses for architecture, landscape, interiors, and macro.

Just plug it into Google if you want a super long/detailed explanation. They are really neat lenses.
