The bad parker was obviously hammered at 2 in the afternoon and craving a spicy chicken combo from Wendy's. Can't hate on him too much, it is hard parking while hammered, and spicy chicken combos are delicious.

If anybody is interested, the guy is driving a dark metallic vehicle. I think it is black, but will look at his clips carefully tomorrow. He also has mentioned "I had 6 cameras on my vehicle covering all angles" so he should be easily recognizable on the road.
