My 3 year contract is about to expire with Rogers so I was wondering what the best way is to go about getting a better deal and a new phone. Do I just call the customer retention department or is there a better way? Please beyond, share your experience with me.

I ended up saving 50% of my monthly bill ... AND now have more services to boot.

Its all how you proceed - there is a wrong way to do it.

Best way is to not sign into another contract. They will throw shit at you if you are on the fence about staying and dont have a contract to hold you.

They asked me what phone I wanted and I said the BlackBerry 9360, the lady on the phone said they don't have it yet and didn't know when they where going to get it but I can definitively see it on their website wtf?

tell them it is on their own site, make them look for it. I have been with rogers forever myself and had (and still do until march) a sweet deal, but even with all of the discounts other providers like wind and mobilicity provide a better deal, if the coverage fits your needs.

Come march I will be switching from Rogers to a different provider, not worth the hastle or discounts, as it always takes a few month for shit to finally work out, and multiple calls to make sure you get what they promised.
