Fancy dinner downtown (Stephen's Ave, 17th Ave) that won't break the bank?

Hey guys, I'm looking for a really cool or fancy place to eat dinner downtown, particularly on Stephen's or 17th ave that won't cost me too ridiculously.

Perhaps something in the price range of Red Lobster? i.e. entrees that cost from $15 to $35.
