Okay, I am not very familiar with these setups as I only run AMD.

My GF's brother called me saying his PC won't turn on.

Motherboard wasn't getting power so we replaced the PSU. Problem still happening.

Replaced motherboard. PC will turn on when the PCI-E gfx card isn't installed. Will not turn on when it is.. WEIRD.

With the GFX card out it (mobo has onboard) the CPU fan spins at max speed.

Resat the HSF 3 times and still wont give a video signal.

Any ideas?

GFX card is taking more power than the power supply can handle? Possibly get a higher WATT power supply.

Going to need more information.

What PSU brand/wattage?

What video card?

List the system components, MB, Processor, Video Card, PSU.

Yeah we need to know what MB and PSU you have.

My guess is that you guys forgot to plug in the 4-pin/8-pin CPU power connector which is usually found in the top left hand corner of the motherboard.

To troubleshoot, I'd make sure all the connectors are plugged in correctly and aren't loose, make sure the CPU, RAM, GPU are all seated correctly.

But do give us the models of the parts, that will help us help you.

No. The PSU 4pin connector wasn't the problem. I am not an idiot. Lol.

Turns out a surge blew the RAM/PROC/MOBO/GPU

Unfortunately all my systems are AMD and I have no way to test individual components.

Went and built him an equivalent AMD system instead.

Thanks anyway.
