I would like to connect a GPS tracking unit up to 12 volt power and place in rear panel of 1998 Toyota Sienna Van. How do I get constant power source to rear of van - power must remain on when car is off and key removed.

Should I connect directly to battery and run wire throughout car?

You shouldn't need to take it off the battery. More than likely, there's an unswitched source at the one of the fuse panels from which you can tap. If you have a 12V power outlet in the rear cargo area, this might also be unswitched.

I agree, there should be a constant 12V feed going to the back by an interior light that you can tap into.

Time to get out the light detector.

another nono with tapping straight off the battery terminal is that there's no fuse to protect your battery if your gps unit goes haywire...
