Want a say? Buy your own congress critters... Ok put away your disgust for government and lobby groups forasec. I'm not really seeing what this will accomplish. Is the DMCA not enough? It seems to work pretty darn well in law-abiding countries, while mostly respecting fair use provisions. Do they really believe that undermining the DNS system will bother pirates one bit, even the casual ones? Ask the UK how well that is going for them. Have they learnt nothing from the past several decades of copy protection, DRM, macrovision, phreaking, console cracking, phone jailbreaking, etc? I don't think this bill is so much about piracy as it is about censorship, control and the enslaving of online Americans. I almost hopes this goes through so we can watch Google, eBay, Mozilla, Yahoo, the EFF and everyone who understands free speech and common carrier status rip it to shreds in federal court.

I think people seem to forget that DNS isn't the be all end all of getting around the internet, and that circumventing the existing DNS system is far to easy. All one has to do is to throw up their own DNS servers, or simply not use them at all within the P2P networks.

Yea, I can't see this being enforceable, even if the bill passes. 9/13 root servers operate from multiple countries using anycast. The US might be able to control domestic DNS servers, but I doubt foreign operators will bend over. Even if the US filters all DNS traffic like the great firewall of china, people will just bypass it via proxy/vpn/dnssec. Playing the cat and mouse game with piraters is a waste of time... just ask the MPAA/RIAA. And like you said, DNS really isn't necessary for P2P.
