Is there a way to prevent other ppl from getting on the internet without restricting other programs, just the internet?

Yes there is.
If you connect through a router or use Zone Alarm Pro, it is possible to either completely lock out the internet or cut the ports off.

do you want to not use the internet at all? or only allow access to certain sites?
when i setup the network at work, we used a software based program called winroute pro, you can set it so it blocks off all sites except allowing access only to the sites u specify

For windows 2000, to restrict a certain application, use the local security policy editor, or if you're on a domain, Group Policy editor.
Not sure about win98...
