I have never heard of anyone abiding by that "rule" anyways
Look at all the GSM phones for sale just on Beyond, guaranteed not everyone buying/selling is only on Fido (which is the only other GSM provider besides Rogers).

So that must mean there are people buying/selling used GSM phones and USING them with no trouble, otherwise there would only be sellers and ~1/2 the buyers (1/2 Rogers and 1/2 Fido)

Well if this phone has an activation lock on it then you would have to sign a contract to use the phone. However since the phone has been used there obviously is no activation lock on it.

So you should be able to pop your SIM in (Rogers since it is locked to Rogers still) and it will work.

Remember easiest way to tell is when you are buying it just test it out first with your SIM.
