I think the ones who tend to be in dangerous situations also tend to be heavy drug users. The legalized brothels will not accept them anyways. This system will marginally reduce the danger while becoming a sustained revenue stream (taxes).

Still illegal to solicit? Pffft, then people will still use illegal services due to lower cost (why pay more and still have the same risk, or more, of being arrested, especially because the legal ones would be known and registered with the government and therefore, the police).

Pimping is not legal. Prostitutes can open up their own brothels and hire security. It's a nice interpretive loophole, but if you're "security" and making more money than typical security, you're getting dinged for living off the avails aka pimping.
