I googled and look around but didn't really get any clear answer. I have a main gas and some power running in front of my house under the driveway and parallel the sidewalk. Can i plant a tree on top of it, or how close can I plant to the mark?

That would be a utility right of way on your property. (damn near all properties in suburbia have these)
You could plant there; but if the city had a problem with it, they will make you remove it, or remove it and hand over the bill.

If you look on your RPR, it will show you how far back the right of way goes.
Plant off the right if way and the city has no reason to remove.

If it's on a utility right of way or City property you roll the dice. Wouldn't stop me though.

I would recommend not doing it. When the tree dies, or you decided to re landscape the roots will be all intertwined within the Gas line and electrical lines and will not be fun to remove. Personally I would not chance it, those under ground utillitys scare the crap outta me.
