Filling window well with rock?

So I have window wells that are bare. Do I need to lay down landscapers fabric and then the rock? Or am I fine without the fabric?

Also the drain is full of some soil, I believe for it to work the soil should be removed correct? Excuse my ignorance.

Just gravel will work. The weeping tile will be slotted on the sides and their should be a orange cap on the top. If the Cap is missing and the while center of the weeping tile is full of mud that may need attention
