I made some basic plans for my basement in excel (just to understand the layout I wanted), but now need to apply for a Building Permit.

Do I need have the plans completed professionally, or can I just do something basic myself? If I do need to have them done, any suggestions?

You can just do them yourself, if you go to the City of Calgary website they have some info on what you'll need to show on the drawings.

Download a free CAD program. Its pretty easy to "draft" some straight lines

I used Google Sketchup, works well and you can import a ton of pre-made 3d models.

This... anybody can use Sketch-up and it has a huge library of blocks you can supplement your drawing with like electrical symbols, HVAC symbols and household items.

Just draw the basement yourself on graph paper (1/4" square = 1sqft). Just make sure it has all the information that's shown on the brochure (page 3).

http://www.calgary.ca/PDA/DBA/Documents/brochures/basement_development.pdf

and fill out this form:

If you're building/enlarging windows then you'll have to have an elevation drawing and a site plan as well.
