Oldschool porsche turbo setups were actually very similar to how aftermarket setups are done today. They had an external wastegate with an open dump pipe, something that would NEVER fly with today's emissions standards. To quiet it down they installed this little muffler on it. Guaranteed not to cause boost creep.

There's no packing and there's no "baffles" per se. What it is is it's a can with a pipe inside, the pipe has the end crimped and tons of holes drilled in it. Shitty mspaint drawn-with-laptop-touchpad diagram:

I cut the flange off. Never ended up using it, just sat in a box for 2 years.
