Strictly from a loosing weight/shedding fat viewpoint whats better?
HIIT or staying on a 60-70% heartrate?
Which would you think and why?

If you don't have much muscle mass, then HIIT is the way to go. If you do have a decent amount of muscle mass, just do low rate cardio. Oh and btw, this is from a bodybuilding perspective. Your best bet is to try both and see which is more effective. Try doing HIIT for 4-5 days and track your progress. Then do 4-5 days of low intensity cardio and track your progress.
OR you could cycle between the two and keep your body guessing :D Also, please remember that cardio is a TOOL, not something that should be solely utilized for burning fat.
Btw, if this didn't help, I can give you a much more scientific response too lol.
