Virtual phone number that can be redirected?

I need a virtual phone number that can be set to forward calls to a physical phone #. The customer must have the ability to repoint this number on their own.

Do any of the carriers provide such a service?

The bad thing about Skype and others is that the phone number will not have an Alberta or Canadian area code. Canada is a closed shop to competition.
