I can tell you there are some 14 year olds out there that need a good beating, maybe this was one of them? Hard to tell when you are reading such a biased article it looks like it was written by Jesse Jackson.

While I dont know the whole story, this sounds like one of those events where I am glad I live in Canada where the Patriot act and other such menaces to liberty dont exist (thanks to the Constitution) and the police (while not perfect) are far better trained than in America.
