Car Covers For Winter

Im poor and i dont have a garage... my car is parked in the back yard for now..
should i just drive my ass down to candian tire and buy a car cover ? will any one do, i dont want any rust or anything going wrong to my car so ill pay extra... i also have some tarps, would that work ?
and another thing how often should i start up my car, should i drain all the fluids, should i take off the tires so i dont get flat spots...

any general tips for winter, cause im a first time parking it for winter guy so anything would help

there was a thread a little while ago on this, i think pretty much everything was covered.

Oh, and for the car cover, none is better than a cheap one!
