All my infrastructure projects have been put on hold until the new year so I have been tasked with this level 2 IT task since my colleague is a bit overloaded.

I need to take an SD cable feed and capture it, then stream it to an internal web server that can be accessed through a browser.

I have a capture card that will work with the input signal, no issues here.

I just can't find a workable solution that will capture the input and output it so that I can access it internally.

VLC will capture and stream, but VLC doesn't have a web server component to host the stream for browser accessibility. Connecting VLC to a VLC stream works but the client isn't customizable enough to restrict menu functions and lock down the application.

Any other software I find online is a capture and broadcast to online stream like Twitch.tv which for legal reasons I cannot do, plus it doesn't look overly clean to the user base to go to an external website.

Any ideas? I am technical so please be as detailed as possible. I am familiar with IIS and Apache.
