Job Description:
The IT Lead is accountable for end-to-end delivery of IT for a portfolio of Capital Projects.
The IT scope in a Capital Project typically covers the deployment of a broad spectrum of applications, execution of multiple IT infrastructure projects and managing the provision of IT support services to the user base. The Capital Project IT Lead is a key position that requires breadth and depth of IT skills.

Requirements:
Must have legal authorisation to work in Canada on a full-time basis for anyone other than current employer.
Must reside or we willing to relocate to the Calgary, AB area.

Principal Accountabilities:
Develop knowledge of and ensure all activities associated with infrastructure delivery for the projects are in compliance with relevant Shell safety requirements (this includes self, Shell staff and 3 rd party service providers). The IT Delivery Lead is required to demonstrate visible leadership as well as personal commitment to Health, Safety, Security and the Environment.
Develop knowledge of and ensure compliance with Shell’s Discipline Controls and Assurance Framework (DCAF) as relates to all IT delivery. This includes producing specific deliverables, gaining approval for them and conducting activities required by DCAF as well as providing input and reviews to other discipline areas where appropriate to drive successful IT and IM for the projects.
Develop plans (including budget, resourcing plan, schedule, etc.) to successfully deliver IT needs to projects and track progress against plans.
Develop, maintain and execute an application roadmap to align IT within the Capital Projects portfolio with Shell’s global standards and the asset strategy.
Develop awareness of and engage with key stakeholders on the projects teams to understand and capture requirements for the successful delivery of IT to the Capital Projects. Manage communications to stakeholders as and when appropriate to maintain a positive relationship.
Develop and then, where appropriate, leverage relationships with key stakeholders to enable successful IT delivery for the projects.
Influence and leverage internal IT organizations and navigate processes to ensure successful delivery of IT to the Capital Project.
Champion arrangements across a matrixed IT organization and their subcontractors and suppliers to enable effective and efficient delivery processes for capital projects through continuous improvement and anticipating risks to successful delivery.
Develop awareness of/Anticipate events and risks in a dynamic plant construction environment impacting delivery schedules and develop and, if appropriate, execute mitigation strategies, contingency plans and remedial actions.
Develop an understanding of business impact from IT service failure. Drive resolution of IT issues across multiple support organizations in a timely manner.
Lead a team of resources (some dedicated, others part-time). Coach, mentor and guide team as and where appropriate. Coordinate resource utilization across multiple activities.
Manage and where appropriate, group into delivery packages, multitude of individual requirements across multiple capital projects to ensure timely delivery of services to the respective capital projects.
Keep Capital Projects IM/IT Manager appraised of key activities/plans, progress, issues/challenges and opportunities.
Produce/provide input into periodic reports where required on IT.
Ensure successful IT delivery throughout the lifecycle of the project. Drive synergy across portfolio of Capital Projects.
Identify and deliver opportunities for innovation to improve IM/IT delivery to Capital Projects.
Orchestrate the execution of the IT programme according to the Shell Project Delivery Framework, meeting the agreed budget and schedule targets. Maintain alignment between the individual IT project execution schedules and the Integrated Project Schedule.

Special Challenges:
Cost pressures, multiple EPCMs, difficult remote site (provisioning challenges), mining operation (unique in Shell).
Calgary based. Travel to Calgary FEED offices and Shell field locations.

Experience and Qualifications Required:
Bachelors Degree in Engineering, Computer Science or Management Information Systems.
Minimum 10 years of years of related experience.

This position offers an exciting opportunity to contribute to the Project IM function and thus to the success of the Capital Projects and technical integrity of the operating Assets by working with a broad spectrum of stakeholders, implementing and improving global IM standards and identifying innovative IM solutions.

Must be willing to work overseas for 2.5 years and have a valid passort.

To this end the Data Control Lead will:
Implement the control systems , processes , procedures and work instructions as per the Information Management Plan, which will follow the Contract Information Specification based on the Engineering Information Specification (EIS) DEP 82.00.10.30-Gen, Integrated Engineering Environment (IEE) specifications and project IM delivery best practices in Capital Projects and the Engineering maintenance organization within the Americas.
Develop and implement Project Data Control Procedures, covering overall engineering and asset data management, control and quality assurance. Develop and/or facilitate the implementation of Project Application Data Control Procedures per application covering engineering and design data exchange across IEE and contractors including data requirement, data transfer schedule, data validation, inconsistency report, data publishing, progress measurement/report, and handover to OU.
Update Data control requirements and maintain for SmartPlant Foundation and other data control applications.
Provide data control configurations requirements for any data integration and validation tools to upload and quality check on data from contractors to the IEE and for subsequent handover to OU.


To this end the Data Control Lead will:
Liaise with relevant support groups (Main Information Contractor, IEE Global, others) to deliver and configure data management tools to support management of data through the project lifecycle.
Ensure successful and regular data validation / business assurance and handover to Operations.
Oversee the maintenance of the project reference data libraries for each data-oriented application - ensuring maximum alignment to Company’s Global RDL (Reference Data Library) and DEPs.
Ensure that Data Management Plans are developed & implemented by the major execution contractors and equipment vendors.
Manage and/or audit the collection, integration, and validation of data from contractors and/or internal project stakeholders into central SPF data management tool.
Develop, prepare and issue data reports (progress of data delivery per contractor).
Prepare Data handover to all parties i.e. Commissioning, OR&A, Operations, relevant to the handover needs of the next project phase.
Provide on-boarding training for Data controllers as required.
Assist OR&A in developing approach to CMMS build and ensuring all requirements are conveyed to delivery groups.
Supervise and/or review delivery of junior data controllers and / or third party data controllers.

Special Challenges:
Involved in the implementation and deployment of 2 concepts new to Shell, the Integrated Engineering Environment (IEE) and the Main information Contractor (MIC).
Working in a highly virtualized environment in a geographically diverse and multicultural team.
Ensuring that various disciplines on the Capital Project follow the specifications and the standards.
Ability to work in a fast moving, rapidly chan ging and dynamic environment of a major Capital Project.

Additional Comments:
LNGC will be using an Integrated Engineering Environment (IEE). IEE has been developed with focus on asset information lifecycle approach. The goal of the IEE initiative is to facilitate information maintained in one place to facilitate standardization of data, document management tools and practices throughout the lifecycle of an asset. IEE consists of a core suite of engineering applications in a “cloud” environment configured with Shell standards.

Shell Project IM, including the Data Control Lead, will be accountable for the over Quality Assurance and delivery of the Data and Documents.

Please note; if the candidate is local, the work location will be Calgary for 6 months. The role will then move to a tentative location such as France or Japan. Estimated time ouf of Country would be 2.5 year.
