Yes Canada Post is the cheapest (unless you have an account that receives discounts as you stated).

We've used them all here withour small company trying to find the cheapest rate to ship products across North America. Canada Post is by the far the cheapest if you go standard parcel, but also the slowest (their Express = UPS' standard). If time is not an important factor (>1 week) then Canada post is the way to go.

With those dimensions UPS/FedEx/Purolator/TNT will be REALLY expensive without a corporate account. Right now we get over 50% discount with TNT (already cheaper than UPS/FedEx) because of our volume and it's still a little more expensive than Canada Post for some of the packages.

Just go with Canada Post.
