SOS...please recommend a shop

I've got an older HP TouchSmart. We've got a couple issues:

1. It's running Windows 8 and I can't download or install any programs on it. It was running Windows 7 before with no problems - but I have no idea how to reinstall that.

2. The sound has cut out. The speakers we had connected seem to be fine - they work with my lap top. The head phone jack isn't working with any of our head phones. I've tested the speakers and they work for the test but nothing comes out for any audio files (songs or movies)

I've tried to download updated drivers but nothing is available for Windows 8.

Can someone recommend a shop or individual to fix? Is it even worth fixing or should I just buy another?

Any help or suggestions given is appreciated :)

Reformat? Amount of times people I know that have had to do that with windows 8 to fix issues is staggering.

Unfortunately, I wouldn't even know where to start with that. Was hoping someone would say it's not worth it and go treat yourself to something new. lol jk (kinda)

For those wondering, it was the hard drive failing... tried to put windows 7 on and it just freezes at 0 percent. Then I put in one of my new hard drives and it installed no problem... got the drivers installed, sound is working fine.
