Before you go and slander mechanics that perform inspections did you consider that this vehicle probably has never had an inspection? If it was an Alberta registered car it is new enough to have never seen an inspection bay. And even in the very unlikely chance that it was inspected what the owner does after the inspection is completely out of the control of the guy who looked at it.

This is exactly my point. There are other provinces where inspections are mandatory every year and sometimes the vehicles I've seen around here should have that as well.

Vehicles with windshields so cracked its barely holding together, headlights that are illegal, illegal exhausts etc.

If Alberta had inspection laws vehicles like this would not be allowed.

I for one hope we never get what you are suggesting. I have 13 cars and the cost for something stupid like this would be way too much every year. Inspections every 5 years maybe not as bad but still a PITA. Next will be emissions tests and the BS guys in California have to put up with. All to prevent the one nutjob who wants to convert his Sunfire into a pickup? Why don't we all just chip in the $100+ per year an inspection would cost us and buy the loser a decent vehicle? Would be cheaper in the long run. Mandatory inspections end up being a cash grab by both the gov't and shops looking for things to fix.

I hope that anyone who buys that realizes you won't be able to get insurance for it. Its a 2002 and less than 10-12 years requires a inspection.
