VW Key replacement

My brother has a 2008 GTI and from what I understand, he has lost both his keys during a recent move. Other than going to the dealer and paying what I imagine to be a very large sum of money, is there any other way to get keys/fobs redone for VW products? I seem to remember you could buy blanks and have them cut/programmed but I am not 100% sure on that. Thanks!

I think you can buy blanks off of ebay, have them cut by vin at a lock smith, and reprogrammed by buddy with vag-com software.
