Hoping to get some insight on the difference between the two crash test rating agencies out there - IIHS and NHSTA.

Based off the research I'm doing, the two agencies differ in the tests applied. The IIHS test frontal impact based on partial overlap of the front, whereas the NHSTA test based on complete frontal impact. When I compare ratings between the two agencies I found some vehicles to have some large (in my opinion) discrepancies. Take for example the 2014 Nissan Rogue. Per IIHS the car is a top safety pick of 2014, yet per NHSTA the car is 4/5 stars overall and 3/5 stars in frontal impact.

Has anyone ever done some comprehensive research and know which agency does a better job reflecting real world scenarios vs a vehicle that only looks good on paper? Secondly, how much does safety play into your decision to buy a car?
