lame wiper/fuse panel question

Yes this is a lame question; sorry.

My wipers stopped working. I suspect a blown fuse. My car manual shows a fuse panel being in the dashboard. I see no fuse panel anywhere. So where the heck is it? I own a 99 Chevy Lumina.

Now, does the attached photo show a blown fuse? It doesn't look too blown to me... :dunno:

It doesnt appear to be blown, but replace it either way. If it still doesnt work, maybe theres a wiper relay?

By the way, thanks sr20s14zenki for your help. The fuse replacement works like a charm. After a couple of flicks and thinking it was dead, the wipers suddenly came to life and are working great.
