What is it for? Does this go under an EPDM type membrane to prevent it from sagging in the gaps? If so we just spec a thin metal sheet.

It's for tile. An anti-fracture/waterproofing membrane. It's to be used in conjunction with a liquid applied membrane. The stuff is a PITA to work with, not to mention expensive. Ames and Daltile carry Laticrete products. The membrane is sold with a 5 gallon pail of the liquid stuff (Laticrete 9235) for $1,000.

Why not just use Schluter Kerdi (http://www.homedepot.ca/product/kerdi-waterproofing-membrane-325-x-33-ft-108-ft/928354), or even Custom's Redgard (http://www.homedepot.ca/product/redgard-waterproofing-and-crack-prevention-membrane-gallon/921795)? You can buy both from Home Depot, and it's much cheaper.
