Wait, so if I have a bill that's worth $20, I can cut it in half and each half is worth $10, but only at certain local stores?
What the hell is the benefit in that, to anyone?

Back when I was a kid, our local chamber of commerce put out these wooden coins that local businesses would accept. That made a little sense, more than this frenchy system anyway.

"Buying locally".

Creates goodwill throughout the community, shows you are supporting each other, and the money must literally stay in the community because it is no good anywhere else.

Special events do things like this in organization with businesses/towns to demonstrate how many people/dollars they are actively bringing into town for said event, I've seen rallies do it before (the racing, not the protest kind) to demonstrate the $$$ effect 4 days of 60 people spending on hotels, food, gas and booze can pump into small towns.
