They get cracked from the robotic arms when it's really cold out.

I believe so. I called the city when mine got damaged and they replaced it. I believe they are considered city property, even though they live at your home.

Call 311 or use the app. FWIW they have larger recycle bins but not sure if just anyone can request them.
