How much would the new front tire, new fork seal and first major service cost?

A new front tire is about $150 if you take it off the bike.
First major service was quote to me as $399 from Bow Cycle.

It has a Yoshimura Slip on. I think it is an RS-Stainless. I have the original pipe and it comes with the bike.

The oil was changed every 3000 kms and I used Synthetic after the first 6000 km.

The signals are shave in tight to the body, but I have all the stock parts and you can put back to stock.

The only thing that is modified that cannot be put back to stock is the rear fender. It was shaved down. I can get better pics today if you like.

I also have a clymers Service manual for it that I got about 6 months ago. I think I have opened it once.

I am interested but won't know whether I will want to buy the bike until beginning of May so if it's still available then I'll check it out.
