Over seas and cell phone

My mom is heading over seas for a holiday and I'm thinking of giving her my Samsung s4 so that she can use when she is connected to WiFi.

Would I need to get a sim card at all for her to use it only when connected through WiFi? Do I need to get the cell unlocked for it to connect?

She only plans on using it for pictures and using viber, suggestions on the best way for her to do this please

Nope, should work fine without a sim card.

put it on airplane mode and turn on wifi then you should be good to go.
