I actually quite like Grant Gustin as The Flash. It makes me wonder why DC is ok with so many active "universes" going on at a time, between the movies and TV shows.

Actually, I think they learnt from Marvel's mistake. Because you know TV universal can never afford big screen characters, so it ties up the writing team for having a shared universe.

TV and Movie has totally different cost structure and commitment. May be better to keep them separate in case someone pulled a RDJ so you can never see Ironman on TV.

Probably because comics have notorious "alternative time lines" (DC Multiverse https://en.wikipedia.org/wiki/Multiverse_(DC_Comics) )

As Xtrema says, Agents of SHIELD feels like a bottleneck of creativity for their universe.

Me too, but it would be inconsistent with the Zack Snyder DC Universe. The Suicide Squad is entirely different in the show, Zack Snyder would have to cast no-names for that movie, and it would probably flop. Also Amanda Waller and Deadshot are both dead. And with how dark the movie universe is, CW Flash doesn't quite fit the bill.
