Paint defect or overspray?

Just wondering, as I was removing dealer decals and the like from the new truck, I felt something on the back of the cab. Because of the color, it kinda looks like bubbles in the clear coat, and it feels rough when you run your finger over it. I can't buff it out or use my finger nail to remove it either. It is all above the rear window and up and over onto the roof. Nothing is on the 3rd brake light either, so it makes me hesitant to call it overspray from the spray in box liner...

Thoughts?

Did the dealer spray the box liner? Definitely bring it back.

Yeah, dealer put in the liner. Yeah I am taking it back in.

Any update on the truck? Looks like it may be overspray since it's on the window as well but it looks pretty thick so not sure try a clay bar.

Also maybe ask what they used to take it off if you brought it back to the dealer
