Also, where do you find the settings for these? Under general setting it's basically all just pm stuff

Groups is kinda like PM's, maybe even less functionality, so not everything is supported under there. Mentions definitely isn't supported in groups. It's just designed that way.

I believe everyone gets notified anyways in group messages, so mentions wouldn't make any sense there.

How do you make discussions show up under group messages? Only Jeff's group is showing there for me
