I bet 99% of PP drivers are WAY too lazy to get out of their cars, so that guy probably wins more often than not, as ridiculous as that looks.

When I used to live on 12th avenue, you weren't allowed to park on the street between 7:00AM and 9:30AM. CPA would come by and PRE-TICKET people. For example, you'd come to your car at 6:50AM and have a ticket pre-written for 7:03AM or similar - they just banked on people not actually coming to collect their cars because it was close to 7AM.

The CPA will send a parking authority person over if its obvious like this. There are other solutions that are less noticeable however.

Could't you just put some white tape over part of the plate to turn an 8 into a 6 or something? I bet they wouldn't notice and I am sure they aren't paid enough to care.

That would be a perfect example of a less obvious solution - an American plate with magnets.
