That is a seventies vintage Citroen 2CV, also known as the "Duex Chaveau". They are powered by a 2 cyl. boxer-style engine.
Very cool spartan little cars. Citroen made them up until 1985.
Personally, I would love to have one as a commuter car. The gas mileage is incredible, they are only slightly more complicated than a lawn mower, and are quite reliable. Top speed is about 110 - 120 kmh.
They were exported to Canada in the seventies, along with their big brother, the D series. Almost all of them were sold by Quebec dealerships, however a few Ont, dealerships had them, and Ray Louden Motors in Winnipeg sold them when I first started driving by first car (A Renault) back in 1972. I am not sure who sold them out here in the west.
Last fall, a 2CV (year unknown) was sold locally for $12,000 in Vancouver.

Those little deus cheveau's are "antifashion".
Sure, they are homely - but so what? They have a 2 cylinder engine.
They are French utility cars, like the Renault 5, or the U.K.'s Austin Mini or Italian Fiat 600.
Or the modern iteration of the European Utility Car, the Smart - which is also a stubby cartoonish puttputt.
I like the option of having an ultra-economical utilitarian tool to drive to work, and a thrilling ride for my pleasure use, back home in the garage.
