From the comments, highway 84 or highway 9 have been postulated... anyone know for sure? At first I thought it might be the snake, but it's definitely not:

Signage, while blurry as hell almost looks Canadian? Cat eye on the road, and the size of those trees.... leaves what? Van island?

That's US signage, there was a 45 mph sign after the turn around. Tail of the dragon has a lot more drop off and switch backs.

Other video on that youtube channel would lead me to believe this is a road somewhere in the Sierra mountains in northern California.

The double cat eyes are not common in BC - the back roads of VI (eg. gold river run) dont even bother. The roads are also way too nice for back road VI. The vehicle speedo is obviously reading miles as well.

Given that cat eyes are common (but not exclusive) to rainy regions, I would suggest Northern California or Oregon.

At 4mins 45 seconds into the video I believe they are exactly here, if you turn around in streetview you can even see the flashing light above the stop sign.

Edit: Looked like video was disabled, but im.a noob. Was able to play it directly from YouTube..
