Scam attempt - Vehicle history report

My car is on Kijiji. I got this text from a Quebec number. I noticed the vehicle history report site he sent me only accepted paypal. What a waste of time. Anyone else experience this? Any tips for me to report it, and this cell number?

sell any vehicle on kijiji and you will always get scams incoming

I was hanging on the thread this was a legit (but annoying) buyer who I'd be happy to sell my car to, so I tried to keep being polite, until I realized it as a scammer.

Pretty sure it was James Stewart from EZ Cars & Trucks. Worked out of a coffee shop and outright scammed people all day. Something to do with needing a notary as well, which was a deterrent to people getting their money back through the 'guarantee'.

I get these all the time - for dirtbikes that I buy / sell. I'll usually fuck with them for a day or two, then finally when they get annoyed I'll ask them how stupid they are for thinking a dirtbike would even have a vehicle history report? I've tried calling the numbers, they're all bullshit "type to text" fake numbers. But they'll know I called, because they'll give some canned response "I am at work my boss is here text is better for me" blah blah.
