This. They have sent many bulletins and updates in the past few years reinforcing it too.

Dealers has been posting markups on their inventory on their own website to by pass the manufacturer's set MSRP and still comply with this rule.

I also saw something about a month or so ago on the news I think about this. AMVIC won't enforce the law and the dealers know it.
