Is $1300 a good deal for 4 new Michilin Artic Alpins (215/16/60) mounted on steel wheels and factory hub caps?

Thanks in advance.

I wouldn't call that a good deal, but it does seem fair.

$1000 tires + $200 wheels/hubcaps + $100 labor

It's about right, but you might be able to find a better deal.

I bought my 4 Michilin Artic Alpins (185/65/14) for 270 used with 95 percent tread left.

You are getting raped. You can get the tires new for around 550-600..steel wheels maybe 200 bucks for all four if you don't shop around. The 550-600 price should include install, and all taxes.
Who quoted you that??

$1300 is expensive

Expect to pay $1000MAX (tax in, mount balance etc.)

Have you tried Costco?

1300 is not a good price.

I got 195/65/15 Toyo Observe g-02's for 788 + tax with steel roms, mounted, balanced, valve stems, and tire tax.
