I think Niemenin is the one who originally had the shirts made. Atleast that's what the Calgary Herald reported.

No it wasn't Niemenin, didn't you read the rest of the posts, it was a guy who played hockey with him in St. Albert who had that picture of Iggy kicking around so he made a shirt from it.

I did read the rest of the posts - that's why I posted this. The Calgary Herald had a picture of Nieminen wearing that shirt and in the article it said that Nieminen got a hold of the picture and had the shirt designed.
