Is this kinda shit on my rim normal? Is it safe to mount a tire on it?

Those gouges in the paint just look like corrosion damage, shouldn't have any effect on the wheel as long as you can get it to seat properly and hold air. Those other things look like centering rings to make sure the wheel sits on the hubs properly.

The black ones are made of plastic...its okay to use plastic centering rings?

There are only 2 of each...thats what confused me
