do those tires rub at all? Anything need to be done? Will it pass a safety?

the tires rub a little only on the plastic wheel flares, it does need a few little things - most of which i'm fixing very soon...
yes it should pass an inspection and i can provide one with the vehicle...

and there are tons of extra parts.....

The tire carrier is actually part of the roof rack so the tire mounts on the roof.... but i would like to sell the jeep as a whole...
