I know almost everyone uses 205/40/17 tires for there civic.
Anyone know if a set of 215/40/17 TIRES will work with a 17 x 7 wheels? My car is a 95 civic hatch.

yes it will work with a 17.7 rim easily
will it work for ur car...i'm thinking so, but i dont know civics so dont quote me on it...

what is the factory size?

factory size tire is 185/60/14..

its just a lil wider... the only problem i could forsee is perhaps rubbing issues when turning.

If you have the right offset it should be fine
you might have to roll your fender out

The 215/40R17 is actually 1 full inch taller as well as wider than the 185/60R14. They will fit on a 17x7, but I would say that they are to big to fit a 1995 Civic properly. You can probably get them to clear with a bit of effort, but is it right? No, not really...
