the e-brake pulls up fine, the brakes work, but the e-brake does nothing, the car just rolls around, any possible causes/solutions

well the rear brakes need adjusting. nothings wrong, it happends alot.

mine hasnt worked since i got the car. just park in gear.

^^ this is a problem on the new Volvo's and Fords I've found. It come from the brake pads freezing to the rotor, usually right after being washed. the only way I've found to fix this is to drive the car until it unfreezes.

Either that, or water/moisture/condensation inside your e-brake line. Pretty common in MR2's, so I wouldn't be shocked if it happened to other cars.

snapped cable if u dont feel any resistance.

If you have rear drums, and the e-brake actuates the shoes inside the drums, then they're probably out of adjustment.

If the cable's frozen, it's pretty common for the cables to get condensation in them, on many different cars, and for that to freeze.

If there is absolutely no resistance, I would be checking out the cable. You should always feel the springs on the rear brakes.
