What better for reception, a gsm phone which operates on 850/1800/1900 or 900/1800/1900??? I dont understand the difference between the two.

850/1800/1900 if you are with Rogers/Fido is best.

The 850mhz band can penetrate through walls better than the 1900 band (1800 isn't used here).

Depends who you talk to. Rogers says thier version is quadband and would work on all frequencies. ( http://www.shoprogers.com/store/wireless/products/phones/products_details.asp?shopperID=HSS2K7E80FWQ8HJ8PA75EMU56JCL4U0C&PRODUCTID=V220&summary=1 )

But Cingular in the states has the specs on the V220 as tri-band. (http://commerce.motorola.com/cgi-bin/ncommerce3/ProductDisplay?prrfnbr=256550&prmenbr=126&phone_cgrfnbr=1&zipcode= )

^^

Yes. If a Fido customers phone switches over to Rogers it will use 850 and 1900 as long as the phone supports it.
