That's cuz it's being towed....probably filming something to make it appear the car is driving to be safe.

The steelie is from the camera truck. It is lifting the car it is towing so they can film the car without someone actually driving the car. This is how most car scenes are filmed, it seems nobody in hollywood can recite some lines while driving :D
